1) REFERENDUM
As it stands now, referendum is alien to our constitution, Nnamdi Kanu didn't even know this when he was leading many gullible ones astray. If this recommendation is adopted by the National Assembly, then questions like, "do you want to stay where you are in Nigeria or go back to Biafra" could be voted on.

2) STATE POLICE
State police would provide adequate policing of the country, with the state police being able to handle certain type of crimes.

3) STATE JUDICIAL COUNCIL
With a State Judicial Council, the National Judicial Council can only focus on federal judges, thereby making their oversight function more effective and efficient.

4) FISCAL FEDERALISM
We already have fiscal federalism in the country today, but this proposes more more money to the states, because if you're devolving more powers to them then they must be given more money too.

5) STATE APPEAL COURT
Committee recommended the creation of state court of appeal, cases from here would move straight to the Supreme Court. This gives more autonomy to each state to make their own laws and pass their own judgement.

6) STATE OF RESIDENCE
If this is adopted, there would be nothing like state of origin again. Everyone domiciled in a state would be recognised as indigenes, a big dent on tribalism.

7) MINING OF MINERALS BY STATES
The committee proposed the mining of minerals and crude oil should be vested on states except where they are located offshore. This means that the money to be shared in the fiscal federalism above will come from resources located offshore.

8) INDEPENDENT CANDIDACY
This wild make political parties to be more honest and democratic as a failure to do so could lead a group into forming support around someone who would contest as an independent candidate.

9) LEGISLATING ON STAMP DUTIES BY STATES
They won't states to be able to legislate on stamp duties for transactions involving individuals and businesses but not limited liability companies that were incorporated by the government of the federation.

10) PUBLIC HOLIDAYS
He said that the committee recommended that states should be able to have their own public holiday aside from that of the federal government. Currently, states are already declaring public holidays but it is unconstitutional.

11) STATE PRISONS
This will decongest prisons and reduce the burden on the federal government.

12) STATE CREATION OF LOCAL GOVERNMENT
They recommended that states should be able to create local government councils to be legislated by the state assembly. This would reduce the federal system of government to only two tier of government instead of the current three.
